House Budget Committee Stalls One Big Beautiful Bill, LIHTC Provisions Still in Play
So, as a demonstration of how difficult this next step in the reconciliation process will be, the House Budget Committee failed to advance the One Big Beautiful Bill to the Rules Committee, losing 5 Republican members of the committee. The no votes are budget hard-liners who want more in the form of spending cuts, immediate work requirements for Medicaid recipients, and an immediate end to IRA energy credits.
Fortunately for our LIHTC agenda, Congressman Glenn Grothman (R-WI), an opponent of LIHTC expansion, voted to advance the bill.
The Budget Committee has announced that they will reconvene Sunday evening with the hope that issues may be resolved to the extent of securing the votes necessary to advance the bill. Depending on which Members they can flip, the bill still may have problems in the Rules Committee, as some of the Members against advancing the bill also sit on the Rules Committee.
The ongoing negotiations on the SALT Cap are separate from this debate, but very much influence it. The Speaker has yet to resolve the issue with the SALT Caucus on how much the cap should be and who would qualify. This agreement could further inflame the situation with the Budget and Rules Committee members.
